Formation Logic and Development Paths of the Dilemma in Home-Based Eldercare Beds in Rural China:From the Perspective of Embeddedness
Developing home-based care beds for senior citizens is an important solution to population ageing during the 14th Five Year Plan period,and it has broad development prospects in rural areas.However,home-based eldercare beds,originated in cities,face dilemmas such as poor material foundation,insufficient effective demand and supply shortage.The financing methods,service characteristics,and supplying bodies,are not embedded in the social structure,cultural traditions and geographical conditions in rural areas,and has thus led to development difficulties.From the perspective of relevant stakeholders,endogenous and embedded approaches should be used to make full use of the inherent forces of rural areas:mobilizing rural social networks and rural clinics in direct provision of various services;encouraging the new rural elite to participate in a diversified manner;developing new functions of rural day care centers;and encouraging professional care institutions and organizations to embed themselves in the rural society in terms of service concepts,service contents and management modes to provide home-based eldercare bed services.The government should also provide support for platform building while providing talents,funds,supervision and management guidance.Through diversified participation of multiple players,the supply of rural home-based care beds can be increased,and high-quality development of rural eldercare can be boosted.
