The Academic Basis,Policy Changes and Development Paths of the Undertakings for the Aged Under the Leadership of CPC:Descriptive Analysis Based on Policy Texts
CPC's important exposition on the development of the undertakings for the aged is a programmatic guidance for China to actively respond to challenges of population ageing.On the basis of a review of reports of the previous National Party Congress of the CPC and the important statements on the development of the cause of ageing in the documents of the Plenary Session of the Central Committee,it is found that ageing-related policies of the CPC have inherited,developed and innovated the Marxist theory,which is characterized by comprehensiveness and wholeness,and aims to build a whole system service system for an ideal people-centered ageing society.The changes in China's ageing policy have gone through four stages.In the new era,China's population ageing presents new characteristics.And policy development and governance system innovation in relevant fields,in which the government plays a leading role and the whole society participate,focus on consolidating the main responsibility and social mobilization system.Therefore,we should adhere to the leadership of the Party,and scientifically and reasonably formulate targeted development strategies and public policies,innovate the system and mechanism of ageing-related work,and develop the cause and industry.
