A Survey on the Care System for Physically Challenged Older People Based on the ICOPE Framework:Taking Ji'nan City as an Example
As population ageing develops in China,there are numerous physically challenged older people,whose care demands are acute and have become a focal point of social concern.On the basis of the ICOPE framework proposed by the World Health Organization,this study explored the integrated care system of research objects.Taking Ji'nan City as an example,this paper adopted methods of investigation,followed the principle of"triangle mutual verification"to ensure the credibility of the survey,and explored the deep logical relationship through questionnaires,interviews,observations and documentations.At the macro-level,a care system of the whole society is being developed for physically challenged older people.At the meso-level,home-based,community-based,and institutional elderly care complements each other.At the micro-level,fragmentation of care services urgently needs to be integrated.Therefore,this study suggests that a people-oriented integrated care is the development direction.Governments at all levels are making an effort to expand this integration to community-home-based care;community nursing stations are growing rapidly;and the optimization of the structure of grassroots health institutions is urgent.It is suggested that existing care resources be integrated and problems related to the quantity and quality of nursing staff be resolved in a coordinated way.
