Community-embedded eldercare service is an important component of the elderly care service system in the new era, playing an important role in maintaining social stability and promoting the sustainable development of elderly care programme.Using the qualitative comparative analysis(QCA)method and data from 29 provincial capital cities in China(except those in Hong Kong,Macao,Taiwan,Xizang and Guangxi)to determine five conditional variables including policy support, eldercare service infrastructures, investments in elderly care services, and technological as well as talent factors, this paper analyzed conditions that affect the development of community-embedded elderly care. The results show that policy support is a sufficient condition for the development of the community-embedded eldercare model;the talent factor plays an important role, but the impact of investments is not significant. Therefore,it is necessary to enhance policy support and improve relevant laws and regulations. At the same time,it is advisable to improve the ability of professional talents who are engaged in elderly care services, and choose a care model according to local conditions.
