The Interests,Behavioral Logic and Optimization of Local Governments in the Development of Eldercare Services
As the leading force in the development of elderly care services in the new era,local governments,in this process,have the diversified interests of satisfying the needs of older people for a better life,weakening the administrative pressure of higher-level governments,and improving the competitiveness of governments at the same level.Under the interaction of diversified interests,local governments have formed the behavioral logic of preferentialism,standardization and institutionalization in the process of promoting development of senior care services.However,this diversified behavioral logic formed under various interests is not conducive to the effective satisfaction of older people's demands for a better life and the sustainable development of eldercare services.In order to give full play to the leading role of local governments in the development of eldercare services,and to let older people share the fruits of economic and social development,it is urgent to strengthen the awareness of the leading responsibility of local governments in the development of elderly care services,to shape their understanding and cognition,and to optimize the performance evaluation index system of local governments by higher-level governments.
