From Concept to Mechanism:Theoretical Reflections on Building a Birth-Friendly Society
In order to realize an appropriate level of fertility and the high-quality development of the population,the Party and the Government have put forward the idea of building a birth-friendly society.The Marxist concept of population and fertility,traditional fertility culture and the current system of birth support policies constitute the ideological,philosophical and institutional foundations of a birth-friendly society respectively.A birth-friendly society refers to an ideal social state,in which the dignity of childbearing is universally respected,the right to childbearing is strongly up-held,the potential for childbearing is effectively released,the anxiety about childbearing is allevia-ted,and the well-being of the family receives the attention of the government and society.Further,the connotation of birth friendliness includes the safety of the childbirth process,the inclusiveness of the childbirth policy,the fairness of childbirth service,the humanism of childbirth ethics,and the active maintenance of the rights and interests of childbirth.Institution-friendliness,service-friendli-ness,space optimization and culture-friendliness together form the basic framework of a birth-friendly society.At present,there are two kinds of unfriendly phenomena in our society,namely,"wanting to have a child but not being able to"and"willing to have a child but not daring to",as well as the value orientation and cognitive misunderstanding of unilaterally pursuing the instrumental nature of childbearing and neglecting the humanistic nature of childbearing.In addition,building a birth-friendly society is a long-term and arduous task,which requires timely adjustment and optimization of its motivation,incentive,integration and guarantee mechanisms.
