Institutional Demand and Legislative Structure of Rural Education Revitalization from the Perspective of Law and Policy Science
Rural education revitalization is the institutional bearing of rural development capacity building and rural civilization construction in rural revitalization strategy.The top-level design from"policy guidance"to"legal follow-up"should be the development logic of rural education revitalization,while law and policy science provides methodology for legal follow-up of rural education revitalization.From the perspective of legal policy,we should organically integrate the policy model of"goal-tool"with the legal paradigm of"right-obligation",and promote the implementation of the legal mechanism for revitalizing rural education with the protection of the right to education as the legislative starting point.By formulating the Rural Education Revitalization Ordinance,the chapter structure of which is the general chapter,the rural preschool education chapter,the rural compulsory education chapter,the rural vocational education chapter and the legal responsibility chapter,the basic normative elements such as the concept meaning,the subject of rights and obligations,the legislative purpose,the main system,the model and the procedure of rural education revitalization are clarified,and a multi-rule system to help rural education revitalization is constructed in cooperation with the People's Republic of China Rural Revitalization Promotion Law.
