To achieve the development goal of common prosperity,it is necessary to establish a fair risk-sharing mechanism among members of different social strata.In a risk society,people are facing various risks such as environmental pollution,climate change,nuclear threat,plague,economic recession,etc.Due to differentiated economic capabilities,there are huge differences in the risk-resisting ability between the rich and the poor.Ronald Dworkin,an American philosopher,conceived"justice as fair insurance",trying to build a risk-sharing mechanism among people with different economic capabilities and different probabilities of encountering risks.Commercial insurance,which is sensitive to people's economic ability and risk probability,does not conform to the concept of"justice as fair insurance".The current social insurance system is sensitive to people's economic ability instead of specific risk probability.Although a risk-sharing mechanism can be built among people with different risk probabilities,it is difficult to build a risk-sharing mechanism among people with different economic capabilities.The concept of"justice as fair insurance"points out the direction for the improvement of the social insurance system.
