The Risk Prediction and Response Strategies of GenAI Models on Public Governance:A Case study based on ChatGPT
The worldwide boom of Generative Artificial Intelligence(GenAI),represented by ChatGPT,has inspired the production change and governance revolution in the era of digital intelligence.ChatGPT has reshaped the forms of public services and public governance by embedding itself into the field of public governance through an intelligent two-way communication channel using a big language model in the four dimensions of cognition,technology,data,and service,for which GenAI technology has also been subject to the risks of power structure,value conflicts,information security,ethical constraints,and ideology.In practice,the difference of"instrumentalism"and"humanism"between man and machine can be gradually bridged through the balance of interests,the strengthening of technical regulation,and the improvement of the rule of law system,and AI will be incorporated into the track of benign development under the control of mankind,so as to give full play to its positive role in public service and governance,and ultimately achieve the unity of"good governance"and"wise governance"of GenAI.
