In the process of rapid urbanization and rural depopulation,rural areas face challenges in the operation of their governance systems due to a deficit in population base,necessitating the reconstruction of rural governance mechanisms and units to achieve good governance at the grassroots level.In rural areas,a series of measures have been taken,such as reconfiguring the coverage of grassroots Party organizations,enhancing the governance participation of Party members in the village,enriching the grassroots governance network through the household connection of Party members,and forming the driving force for inter-village joint development and the supply platform for public services through territorialized Party building.Z City,based on the organizational support of the integrated development zone of Party building,has shaped a new path and a new set of rules for grassroots governance led by Party building after leveraging grid-based governance technology.This case shows that territorialized Party building and integrated development of community-level Party construction based on local conditions can exert the advantages of grassroots Party building leadership and stimulate the vitality of depopulated villages,promoting the modernization of rural governance capacity and systems.
