The Coupling and Interaction between the Revitalization of Rural Talents and the Construction of a High-Quality Higher Education System
The two major strategies of"adhering to the priority development of agriculture and rural areas"and"adhering to the priority development of education"were clearly proposed in the Report to the 20th National Congress of the Communist Party of China.In terms of their internal logic and practical progress,the revitalization of rural talents and the construction of high-quality higher education system are respective key fulcrums of such priority development.Only by realizing the interaction and progress of these two key fulcrums can we effectively promote the organic unity of the two strategies of priority development.Between the revitalization of rural talents and the construction of a high-quality higher education system in the new era,there is a four-dimensional coupling relationship of mutual benefits and win-win results in value,mutual dependence and coexistence between systems,functional complementarity,as well as interaction and symbiosis in development,which makes it possible for their mutual interaction and joint success.To achieve this possibility,we must grasp the four key points to reality,that is,the value compatibility between the return of rural talents and the upward mobility in higher education,the systemic isomorphism between the demand structure of rural talents and the supply structure of higher educationthe functional alignment between the quantity and efficiency of rural talents and the role of higher education reaching rural areas,and the coordination between rural talent use policies and higher education training policies.
