Difficulties and Optimization of the Multi-Level Endowment Insurance System for Urban Employees:A Study Based on the System Theory
Based on the perspectives of the integrity of the system,the correlation of elements and the interaction between the system and the environment in the system theory,there are three difficulties in the development of the multi-level endowment insurance system for urban employees in China,namely,the"pyramid"structure of the system participation level,the imbalance of the main body burden,and the deviation of the actual substitution rate and the preferred substitution rate.Some participants in the system have problems such as barriers to participation in insurance and poor conversion after participation.The system as a whole is subjected to population aging,economic new normal,new employment patterns,and social and cultural environment.Therefore,the construction of the multi-level endowment insurance system for urban employees in China should adhere to a systematic approach,clarify the system composition in terms of goal determination and function division,promote the element correlation from the aspects of smooth connection and collaborative complementarity,and pay attention to the dynamic role of the environment from the perspectives of environmental analysis and dynamic regulation.
