Analysis on the"Data Property Right System"Construction in the Process of Chinese Modernization
The development of digital economy is the key to achieving Chinese modernization.The data property right system is the core component of the data foundation system,and it is also the prerequisite for accelerating the development of digital economy and promoting the flow of data elements.However,at present,the problems caused by unclear data property rights,such as excessive collection of consumers'personal privacy,data monopoly of enterprises by right of data use,and insufficient efficiency in the use of public data,seriously restrict the driving role of data elements.Starting from data attributes,this paper distinguishes the configuration of property rights of different types of data and their corresponding major contradictions,and provides analytical ideas and suggestions for exploring the construction of the data property right system and carrying out data transaction and data supervision on this basis.
