The Institutional Normative System of the Party's Self-Re volution:Construction Principles,Innovation Breakthroughs and Effectiveness of Party Governance
Since the 18th National Congress of the Communist Party of China,the CPC has systemized its successful practices and valuable experience in promoting self-revolution and strict governance and discipline of the Party,and gradually built up the institutional normative system of the Party's self-revolution.The basic principles followed in the construction process are to adhere to the"three combinations",namely the combination of ideological Party building and institutional Party governance,the combination of intra-Party supervision and mass supervision,and the combination of grasping the"key minority"and managing the"vast majority".The innovative breakthroughs achieved are to grasp the"four key points",namely the overall deployment of the integrated promotion of"three non-corruption strategies",the construction of a relatively comprehensive intra-Party regulation system,the improvement and implementation of the responsibility system of full and strict Party governance,and the formation of a long-term mechanism to consolidate educational achievements.The effectiveness in governing the Party is to"build the foundation,consolidate the foundation,and improve the quality",that is,to build a solid foundation for the ideals and beliefs of the Party members and cadres,cultivate a positive and healthy political culture within the Party,and improve the quality of the construction of the Party members and the contingent of cadres.
