A Study on Social Mobilization Ability from the Perspective of National Governance Modernization—Based on the Analysis of China's"14th Five-Year Plan"for Emergency Management in Mega-cities
The ability to mobilize society,which involves harnessing and directing social forces,is not just a tool for achieving management goals but also a crucial aspect of national governance abilities.In the realm of emergency management for public crises,establishing a government-led system for social mobilization is vital.This involves promptly activating and coordinating social mobilization efforts at the regional level to facilitate emergency management processes.Drawing from an analysis of policy documents and empirical research findings,this paper proposes a pathway for enhancing China's capacity for social mobilization in emergencies.This pathway includes government-led efforts to develop emergency laws and regulations,implement public education campaigns,enhance safety awareness across all social sectors,and cultivate a culture of collaborative emergency response.Additionally,leveraging digital technology platforms is recommended to effectively integrate human,financial,material,and informational resources,fostering synergy and enabling active participation in the comprehensive cycle and processes of emergency management.
