The Third Plenary Session of the 20th Central Committee of the Communist Party of China pointed out that opening-up is a distinctive mark of Chinese modernization.Institutional opening-up is an important way to improve the quality and level of China's opening-up and enhance the endogenous power and reliability of the domestic and international circulation.This paper makes a case study of Tianjin Pilot Free Trade Zone with the analytical framework of"goal-structure-interface-action",illustrating the significance of free trade zone to China's institutional opening-up.The institutional opening-up in Tianjin Free Trade Zone has four practical modes:uniformity of foreign trade rules,cross-domain flow of resources,integration of virtual and real industries,and co-creation of business environment,which accordingly form four governance mechanisms:coordination of development values,adaptation of resource elements,expansion of industry chains,and improvement of service quality and efficiency.The reform of the pilot free trade zone fully demonstrates the practical value and governance logic of China's institutional opening-up,which greatly promotes China's opening-up and high-quality development.
