Achieving the goal of"integrat on of education,science and technology,and talents"not only serves as a proactive response to national strategic demands but also represents a crucial step towards educational modernization and the promotion of high-quality development.However,universities encounter several challenges in pursuing this objective,including cross-boundary barriers,resource constraints,collaborative difficulties,and value conflicts.To effectively address these challenges,universities'cross-boundary integration development strategy has become essential.This strategy encompasses both integration within universities and integration with other entities,characterized by systemic,integrative,interconnected,and hyper-cyclical qualities.Universities need to formulate clear implementation countermeasures across six dimensions—development philosophy,talent cultivation,scientific research,discipline construction,social services,and institutional optimization—to facilitate the integration of education,science and technology,and talents,thereby providing robust support for advancing reforms and development in higher education.
