摘要
中山市正在实施的未达标水体综合整治工程采用的EPCO模式是把工程的设计阶段、采购阶段、施工阶段和运营阶段整合起来由一个项目公司(总承包商)负责,建设单位负责工程的决策和投资.介绍了 EPCO模式的运作程序、集成管理等特征,分析其在中山市未达标(黑臭)水体综合整治工程的应用过程,并总结其优势和局限性,作为类似水环境整治工程管理工作的参考.
Abstract
The EPCO(Engineering Procurement Construction,Operation)adopted in the water pollution treatment project being implemented in Zhongshan City is to integrate the design stage,procurement stage,construction stage and operation stage into one project under the responsibility of a project company(general contractor),and the construction unit is responsible for decision-making and investment.This paper introduces the operating procedures,integrated management and other characteristics of the EPCO,analyzes its application process in the treatment project in Zhongshan City,summarizes its advantages and limitations,and serves as a reference for the management of similar water environmental remediation projects.
