Based on the classification method of Howlett & Ramesh policy tools,this paper constructs a two-dimensional analysis framework based on the five types of soil remediation subjects in China,and analyzes the use of policy tools and the situation of policy role target subjects from the dimension of policy tools,target subjects and two-dimensional cross-analysis by collecting,screening and coding soil remediation investment and financing policies during 2013-2022,so as to provide reference for the formulation of soil remediation investment and financing policies.The results show that the use of soil remediation policy tools in China is dominated by government decision-making,and the participation of social capital is seriously insufficient,and then suggestions are put forward to improve soil remediation investment and financing policies,use policy tools in a balanced manner,and give full play to the role of social capital.
