产业园区规划环境影响评价中减污降碳措施的环境经济评价方法探索

摘要
基于环境经济效益评价理论,探讨产业园区规划环境影响评价中减污降碳措施的环境经济效益评价方法,确定了评价的基本思路,给出了成本、效益测算方法和评价指标.以某产业园区规划环境影响评价为例,梳理了规划的环境污染治理措施、节能降碳工程,采用成本效益法测算了规划减污降碳措施的成本和效益,进而基于效益—费用比分析环保措施的环境经济可行性,案例分析结果表明,评价方法具有一定可行性,可为规划环境经济可行性评价提供借鉴.
Abstract
Based on the theory of environmental economic benefit evaluation,this paper discusses the evaluation method of environmental economic benefit of pollution reduction and carbon reduction measures in the environmental impact assessment of industrial park planning,determines the basic idea of evaluation,and gives the cost,benefit calculation method and evaluation index.Taking the planning environmental impact assessment of an industrial park as an example,this paper sorts out the environmental pollution control measures,energy-saving and carbon-reducing measures of the planning,calculates the costs and benefits of the planning pollution reduction and carbon reduction measures by using the cost-benefit method,and then analyzes the environmental and economic feasibility of environmental protection measures based on the benefit-cost ratio.The case analysis shows that the evaluation method is feasible and can provide reference for the planning environmental and economic feasibility assessment.
