The current construction of ecological civilization in our country is in a critical period of stress superposition,go on,to realize win-win situation of environment and economy,must further develop the supporting and guiding role of the innovation,the government attention to manage both rigid constraint and flexible double attribute of the guide,good use of innovational attention may play an important role for the environment.Based on the panel data of 269 cities in China from 2008 to 2018,this paper empirically investigates the impact of government innovation attention on environmental performance,and focuses on the constraint of institutional environment on government governance effectiveness.The results show that:local governments paying more attention to innovation can significantly reduce the emission of industrial sulfur dioxide,which is conducive to the improvement of environmental performance;the effect of industrial structure upgrading and green technology progress is the effective transmission path of government innovation attention to improve environmental performance;the constraints of institutional environment is the reason for the regional heterogeneity of the governance effect of government innovation attention.
