内蒙古黄河流域"水—能源—产业"协同推进机制和实现路径

摘要
协同推进"水—能源—产业"发展是实现内蒙古黄河流域经济高质量发展的必由之路,是筑牢我国北方生态安全屏障的内在要求."水—能源—产业"是一个相互影响、相互制约的错综复杂的生态系统,产业发展与节水节能、降碳减污存在着一定的矛盾冲突,需要多方合力才能实现三者之间的最优关联性.为此,建立了互动机制、供求机制、整体机制"三制一体"的推进机制,探索实现"水—能源—产业"协同推进的新路径.
Abstract
Collaborative promotion of"water-energy-industry"development is the only way to achieve high-quality economic development in the Yellow River Basin of Inner Mongolia,and is an inherent requirement to promote the construction of a strong ecological security barrier in northern China."Water-energy-industry"is a complex ecosystem that influences and constrains each other.There is a dilemma between industrial development and water conservation,energy conservation,carbon reduction,and pollution reduction.Balancing the optimal correlation among the three requires joint efforts from multiple parties.To this end,establish a"three-inone"promotion mechanism based on interactive mechanism,supply and demand mechanism and overall mechanism,to realize the new path of synergistic promotion of"water-energy-industry".
