再生水利用综合效益评估体系构建及实例分析

摘要

在经济快速增长和人口不断增加的形势下,水资源的良性循环和可持续利用引起人们的广泛关注.再生水作为缓解水资源短缺的重要措施,其回用推广却存在一定客观障碍.投资方普遍关注再生水回用的经济效益而忽视环境、社会效益,城市居民对再生水的益处了解甚少.基于经济评估法建立了包含资源、环境、社会、经济4个方面的再生水综合效益评估体系,并以重庆市璧山区为例进行了再生水综合效益评估.结果表明:2021年璧山区再生水利用产生效益为3 083.76万元,主要为环境效益,其次为资源效益、经济效益、社会效益.以璧山区为例的应用实践证明再生水回用具有丰厚的隐性效益,为推动地区再生水回用推广提供了理论研究基础和科学依据.

Abstract

In the context of rapid economic growth and continuous population expansion,the virtuous cycle and sustainable utilization of water resources have attracted widespread attention.In the process of modernization construction in China,as an important measure to alleviate the shortage of water resources,there are certain objective obstacles to the promotion of recycled water reuse.The main reason for this is that investors generally pay attention to the economic benefits of recycled water reuse while neglecting environmental and social benefits,and urban residents have little understanding of the benefits of recycled water.This study established a comprehensive benefit evaluation system for recycled water based on economic evaluation method,which includes four aspects:resources,environment,society,and economy.The comprehensive benefit evaluation of recycled water was conducted by using Bishan District,Chongqing as an example.The results show that in 2021,the benefits generated from the utilization of renewable water resources in Bishan District are 30.837 6 million yuan,mainly environmental benefits,followed by resource benefits,economic benefits,and social benefits.The application practice taking Bishan District as an example has proven that the recycling of recycled water has rich hidden benefits,providing a theoretical research foundation and scientific basis for promoting the promotion of recycled water recycling in the region.
