摘要
环境基础设施是深入打好污染防治攻坚战、改善生态环境质量、增进民生福祉的基础保障,是完善现代环境治理体系的重要支撑.基于青海省污水垃圾等环境基础设施的建设现状,分析了建设过程存在的难度大、成本高、周期长等客观困难,指出了规划统筹不足、技术支撑不够、要素保障有待强化的实际问题,从强化调度指导、加大技术支撑、加强要素保障等方面针对各地深入推进环境基础设施建设、全面提升环境基础设施建设水平提出了对策建议.
Abstract
Environmental infrastructure is the basic guarantee for deepening the battle of pollution prevention and control,improving the quality of ecological environment and enhancing people's well-being,and is an important support for improving the modern environmental governance system.Based on the construction status of environmental infrastructure such as sewage and garbage in Qinghai Province,this paper analyzes the difficulties in the construction process,such as high difficulty,high cost and long cycle,and points out practical problems such as insufficient overall planning,insufficient technical support and factor guarantee to be strengthened.Finally,from the aspects of strengthening scheduling guidance,increasing technical support,and improving factor guarantee,the paper puts forward countermeasures and suggestions to further promote environmental infrastructure construction and comprehensively improve the level of environmental infrastructure construction.
