环境应急监测体系建设的思考和建议——以湖南省为例

摘要
面对突发环境事件,建立有效的环境应急监测体系十分必要.通过研究分析湖南省环境应急监测体系现状,基于目前管理体系不够健全、技术体系不够完善、能力建设有待加强、后勤保障有待提升等问题,提出构建政府主导、社会参与的环境应急监测管理格局,建设环境应急监测响应网络与预警机制协同作用体系,提升环境应急监测人员技术及装备水平,建立环境应急监测预警平台业务化支持保障体系等建议,以进一步完善湖南省生态环境应急监测体系,供相关管理部门决策参考.
Abstract
In the face of environmental emergencies,it is necessary to establish an effective environmental emergency monitoring system.This article analyzes the current situation of the emergency monitoring system in Hunan Province through research.Based on the issues such as incomplete management system,incomplete technical system,need to strengthen capacity building,and inadequate logistics support for emergency monitoring,specific suggestions are proposed to build a government led emergency monitoring management pattern with social participation,build a collaborative system of emergency monitoring response network and early warning mechanism,improve the technical and equipment level of emergency monitoring personnel,and establish a business support and guarantee system for emergency monitoring and early warning platforms.These suggestions aim to further improve the ecological environment emergency monitoring system in Hunan Province and provide decision-making reference for relevant management departments.
