基于PSR模型的城市环境绩效评估——以泸州为例

摘要
为了解泸州市环境绩效水平状况,采用"压力—状态—响应"模型构建由资源利用、污染控制、环境质量、生态保护以及环境治理5个二级指标和20个三级指标的泸州市环境绩效评估指标体系,测算了 2011-2022年泸州市的环境绩效指数,并对环境管理效果进行分析.研究结果表明,进入"十三五"后,泸州市在环境治理方面取得了突破性进展,环境绩效指数总体呈上升趋势,但从各项看,"十四五"初期环境绩效指数呈现一定幅度的波动.
Abstract
In order to understand the environmental performance level of Luzhou city,the"pressure-state-response"model was adopted to build an environmental performance evaluation index system of Luzhou city,which consists of five secondary indexes including resource utilization and pollution control,environmental quality,ecological environment and environmental governance,and 20 third-level indexes.The environmental performance index of Luzhou city,Sichuan Province from 2011 to 2022 is measured,and the effect of environmental management is analyzed.The research results show that after entering the"13th Five-Year Plan"period,Luzhou has made breakthrough progress in environmental governance,and the environmental performance index is generally on the rise,however,from the view of various aspects,the environmental performance index shows some fluctuation at the beginning of the 14th Five-Year Plan.
