摘要
城镇生活污水处理对于推进黄河流域生态保护和高质量发展具有重要意义,总结回顾了"十三五"以来黄河流域城镇生活污水处理工作取得的成效.通过实地调研以及数据分析,阐述了黄河流域城镇生活污水处理工作中仍存在处理设施和配套管网数量不足、资源化利用率较低及管理机制不健全等问题.针对这些问题短板,提出统筹规划、合理布局、加大设施和配套管网建设、加快开展污水污泥资源化利用、创新模式完善运营管理机制等对策,以期为加快推进"十四五"黄河流域城镇生活污水处理工作提供参考.
Abstract
The urban domestic sewage treatment is of great significance for promoting the ecological protection and high-quality development of the Yellow River Basin.This paper detailly summarized the progresses achieved for the urban domestic sewage treatment of the Yellow River Basin since the 13th Five-Year Plan.Meanwhile,some prominent problems,for instance,the shortage in the treatment facilities and inadequate assorted pipe network,the low utilization efficiency of resources,as well as the imperfect management mechanism were also revealed via the field research and data analysis.To provide guidance for advancing the work direction and priority of the urban domestic sewage treatment during the 14th Five-Year Plan period,feasible countermeasures were proposed,including overall planning and reasonable layout,increasing the construction of facilities and supporting pipe network,accelerating the utilization of sewage and sludge resources,innovating the mode as improving the operation and management mechanism.
