Challenges faced by public security organs in investigating criminal cases of bid-rigging and response strategies
In the 1980s,China introduced the bidding system.This transaction method played an important role in rationally and efficiently allocating market resources and promoting the construction of a fair competitive business environment.At the same time,more and more criminals,driven by interests,take advantage of institutional loop-holes such as incomplete relevant regulations and relatively lagging laws to engage in bid-rigging practices.In re-cent years,due to the impact of the epidemic,bidding methods have changed,then the criminal methods of collu-ding in bidding have become more covert,with obvious gang-like and professional characteristics.The people in-volved in the case tend to be diversified,which makes it more challengeable for the public security organs to ob-tain clues,characterize cases,investigate evidences and analyze datas.In this regard,we should promptly change our investigative thinking and models,actively open up data channels,obtain case clues in a diversified manner,use data-based practical means to break through barriers,and form a new case-handling model that integrates in-vestigation by multiple police types and departments,in order to empower and increase efficiency for comprehen-sively combating the crime of bid-rigging.
