Analysis on the current situation and development and improvement path of local anti-terrorism legislation
Establishing and improving the anti-terrorism legal system is the only way to improve the anti-terror-ism work pattern,improve the anti-terrorism work system and safeguard the national security.Since the provisions of the"Anti-Terrorism Law of the People's Republic of China"are relatively macro,there is a lack of clear normative guidance on the resolution of specific issues in anti-terrorism work.Its unique value has not been fully reflected in anti-terrorism practice,so it is urgent to adopt local legislation to carry out targeted,complementary and systematic solutions.At present,seven provinces(municipalities and autonomous regions)in China have ex-plored and formulated corresponding implementation measures.These laws and regulations have their own charac-teristics in terms of arrangement system and content of articles,which are of great referential significance for local anti-terrorism legislation in other regions.All regions should inherit the ideas and concepts of the superior law,scientifically design the framework,refine the content with problem orientation,innovate the system design ac-cording to the needs of practice,give full play to the extension and supplementary functions and unified integra-tion functions of the inferior law,and formulate scientific and rigorous local legislation that meets the needs of an-ti-terrorism practice,to further improve China's anti-terrorism legal system.
