京津冀地区城市韧性与城市碳排放水平耦合发展关系研究

在协调京津冀地区城市韧性和经济发展的前提下,探究合理有效地实现碳减排的方法.基于熵值法对京津冀地区城市韧性进行综合评价,并以ODIAC(open-data inventory for anthropogenic carbon dioxide,ODIAC)公布的全球碳排放栅格数据和城市矢量数据估算碳排放水平,从时间和空间两个维度掌握京津冀地区城市韧性和碳排放水平,最终基于改进的耦合协调度模型,探究了二者之间的协调发展关系.结果表明:(1)城市韧性地域差异明显,北京市、天津市远高于其他城市,且随时间推移呈现不断改善的趋势;(2)京津冀城市碳排放量巨大且分布不均;(3)京津冀地区城市韧性与碳排放之间发展关系除北京市、天津市有较高的耦合度外,其他城市的耦合度均处于较低水平.因此,京津冀地区城市韧性建设应兼顾经济发展,并制定差别化碳减排政策及目标,制定低碳城市建设计划,完善基础设施,促进能源转型,从而优化城市韧性与碳排放的协调发展.
Research on the Coupling Development Relationship Between Urban Resilience and Urban Carbon Emission Level in Beijing-Tianjin-Hebei Urban Agglomeration
The purpose of this study is to explore reasonable and effective methods to achieve carbon emission reduction while coordinating urban resilience and economic development in the Beijing-Tianjin-Hebei urban agglomeration.This study comprehensively evaluates urban resilience in Beijing-Tianjin-Hebei urban agglomeration based on the entropy method and estimates carbon emission levels using global carbon emission grid data and urban vector data published by ODIAC.It examines urban resilience and carbon emission levels in Beijing-Tianjin-Hebei urban agglomeration from both temporal and spatial dimensions.Finally,based on an improved coupling coordination degree model,the study explores the coordinated development relationship between the two.The results show that:(1)There are significant regional differences in urban resilience,with Beijing and Tianjin far exceeding other cities and showing a continuous improvement trend over time;(2)The carbon emissions of cities in Beijing-Tianjin-Hebei urban agglomeration are enormously and unevenly distributed;(3)Except for Beijing and Tianjin,which have a high degree of coupling,the coupling degree between urban resilience and carbon emissions in other cities is at a low level.Therefore,the economic development in constructing the urban resilience in Beijing-Tianjin-Hebei urban agglomeration should be taken into account,differentiated carbon reduction policies and targets formulated,low-carbon city construction plans developed,infrastructure improved,and energy transition promoted to optimize the coordinated development of urban resilience and carbon emissions.
