摘要
派出所执法办案流程优化是促进和提升基层公安机关新质战斗力的重要抓手,是派出所工作提质增效、实现执法办案质量变革、效率变革和动力变革的关键所在.面对指挥响应流程纵向互动欠佳、合成作战流程横向联通不足、警务运行流程整体协调乏力等现实困境,地方公安机关从数据、平台、系统三个维度不断探索推进派出所执法办案流程的信息化、智慧化建设.结合地方实践经验,应从纵向、横向、整体协调等维度出发,通过智慧警务赋能扁平化指挥、数据共享突破信息壁垒、中枢平台破解系统分割等路径,提高派出所执法办案流程的纵向互动效率、横向联通效果以及整体协调效能.
Abstract
The optimization of law enforcement and case handling process in police station is an important starting point to promote and improve the new quality combat effectiveness of grassroots public security organs,and is the key to improve the quality and efficiency of police station work,to realize the quality reform,efficiency reform and power reform of law enforcement and case handling.In the face of practical difficulties such as poor vertical interaction of command and response process,insufficient horizontal connectivity of synthetic combat process,and weak overall coordination of police operation process,local public security organs continue to explore and promote the informatization and intelligent construction of law enforcement and case handling process of police stations from the three dimensions of data,platform and system.Combined with local practical experience,starting from the vertical,horizontal and overall coordination dimensions,the intelligent police can enable flat command,data sharing to break through information barriers,and central platform to crack system segmentation,so as to improve the vertical interaction efficiency,horizontal connectivity effect and overall coordination efficiency of the law enforcement process of the police station.
