"要素—空间—功能"视角下的大都市近郊区城乡融合发展路径——基于成都郫都区东林片区的分析

大都市近郊区地处城乡交错地带,是实现城乡融合的前沿阵地,破解大都市近郊区城乡融合面临的现实难题,是推进城乡融合发展的重要内容.基于人地关系地域理论,从"要素—空间—功能"视角分析,大都市近郊区城乡融合发展在要素融合、空间融合、功能融合等方面皆面临困境.成都市郫都区东林片区通过盘活农村闲置土地资源加快城乡要素流动、实施城乡一体化规划构建城乡空间融合发展格局、推动生态产品价值多元转化推动城乡生态融合、建设城乡产业融合示范载体推动城乡产业耦合联动等措施,对大都市近郊区城乡融合发展进行了积极探索.推进大都市近郊区城乡融合发展,应以完善土地市场为切入点,破除城乡要素自由流动的制度障碍,以加强顶层规划为前提,重构城乡融合空间体系,以完善生态价值转化机制为核心,增添城乡融合新动力.
The Path of Urban-Rural Integration Development in the Metropolitan Suburbs from the Perspective of 'Element-Space-Function':Based on the Research of Donglin District of Chengdu's Pidu District
The suburbs of the metropolis are located in the staggered area of urban and rural areas,which is the front position for the realization of urban and rural integration.It is an important part of promoting urban-rural integration to solve the practical problems faced by urban-rural integration in the metropolitan suburbs.Based on the regional theory of man-land relationship,from the perspective of"factor-space-function",the development of urban and rural integration in the suburbs of metropolis is faced with difficulties in the aspects of factor integration,space integration and function integration.The Donglin District of Chengdu has actively explored the integration of urban and rural areas in the suburbs of the metropolis by many measures.For exam-ple,through revitalizing rural idle land resources to accelerate the flow of urban and rural factors,implemen-ting urban-rural integration planning to build urban-rural spatial integration development pattern,promoting the diversification of ecological product value to promote urban-rural ecological integration,and building ur-ban-rural industrial integration demonstration carriers to promote urban-rural industrial coupling and linkage measures.To promote urban and rural integration in metropolitan areas and suburbs,we should take improving the land market as the starting point,break the institutional barriers to the free flow of urban and rural ele-ments,strengthen the top-level planning as the premise,reconstruct the spatial system of urban and rural inte-gration,and improve the ecological value transformation mechanism as the core,so as to add new impetus for urban and rural integration.
