Consolidating the foundation of international industry-university-research cooperation,pro-moting its sustainable development,and maintaining its vitality are important issues for China's high-level opening up international scientific and technological collaboration.This study proposed a six-pronged international industry-university-research cooperation strategy system of"one high,two excellent and three special".Specifically,comprehensively understanding the cooperation information and resources of key international industry-university-research cooperation entities to establish a solid foundation for the consolidation of such cooperation.Besides,we identified the influencing factors of"internal and external linkage"in international industry-university-research cooperation from both domestic and international perspectives laid the groundwork for exploring the cooperation mechanism.Moreover,we conducted a detailed analysis of the"main and auxiliary"cooperation mode and the"push-pull and reconciliation"power mechanism in this cooperation cultivated two advantages with significant potential.Finally,we explored the guarantee system of international in-dustry-university-research cooperation in terms of culture,system,and management,and identified three distinctive characteristics of cooperation,aiming to ensure the long-term vitality of such collab-oration.
