By using the method of literature,this paper discusses the realistic dilemma and development strategy of ice and snow cultural tourism in Liaoning Province.The difficulties in the development of ice and snow cultural tourism in Liaoning are mainly reflected in the unbalanced regional layout and development level of ice and snow cultural tourism,the imperfect overall planning of ice and snow tourism industry and the layout and the weak ice and snow culture tourism brand effect.In response to the above difficulties,the development strategy is proposed:build a brand of Liaoning warm winter ice and snow culture tourism,develop a fine route of Liaoning all-region ice and snow culture tourism,use the Internet celebrity effect to create an environment for ice and snow culture communication,actively carry out ice and snow folk activities,and use digital technology to create an immersive ice and snow experience.
