In order to resolve the contradiction between the rapid growth of sports demand and the relative insufficiency of public sports resources,the current allocation of public sports resources in China must go through a process of institutionalization in order to play the expected function of the system.At present,China's public sports resource allocation institutionalization still faces the dilemma of incomplete coverage of policies and regulations,immature order system and lack of value consensus.This study combined with the institutionalization theory to put forward construction path,designed the public sports resource allocation incentive system matrix,constructed the public sports resource allocation rules and network system,and shaped the public sports resource allocation cooperative value recognition consensus.
