摘要
在新技术日新月异融合发展时代,基层政府在数字治理上提升领导力,有效解决政府自身和社会存在的突出问题,是适应新形势下政府治理能力现代化的必然要求.基层政府数字治理描述的是一种整体性转型状态,其内涵主要涉及组织、行为与技术三个层面.研究发现,基层政府数字治理具有双重效应:一是数字技术打破了传统治理的"僵硬防线",促使人们形成了数字共享、社会共治、生活共融、规则共守等"四共"价值追求;二是数字技术嵌入基层治理仍面临政府数据数字化不充分、群众数字化方式不普及、数字政策法律规范不健全、多方主体数字观念不解放、数字新基建不理想等藩篱.基于"组织—行为—技术"的分析框架,基层政府数字治理可考虑从"两赋两强"路径进行纾解:赋予基层政府数字治理的事权财权,赋予基层政府数字治理的广泛协同;强化基层政府数字治理的制度保障,强化基层政府数字治理的技术支撑.
Abstract
In the era of rapid integration and development of new technologies,improving the leadership of grass-roots govern-ments in digital governance and effectively solving the outstanding problems of the government itself and the society are the inevi-table requirements for the modernization of government governance capacity under the new situation.The digital governance of grass-roots government describes a state of overall transformation,and its connotation mainly involves three levels of organization,behavior and technology.Through research,it is found that the digital governance of grass-roots governments has dual effects:first,digital technology has broken the"rigid line of defense"of traditional governance,prompting people to form the"four com-mon"value pursuit of digital sharing,social governance,life integration,and rule adherence;Second,digital technology embedded in grassroots governance still faces barriers such as inadequate digital content of the government,the lack of popularization of digi-tal literacy of the masses,the imperfect use of digital norms,the lack of emancipation of digital concepts,and the imperfect con-struction of new digital infrastructure.Based on this,this paper,based on the analytical framework of"organization-behavior-tech-nology",proposes that grass-roots government digital governance can be improved by the following"two endowments and two strengths"path:endowing grass-roots governments with the power and financial rights of digital governance,endowing grass-roots governments with the extensive coordination of digital governance,strengthening the institutional guarantee of grass-roots govern-ment digital governance,and strengthening the technical support of grass-roots government digital governance.
