Research on Policy Agenda Setting Mechanism of"Double reduction"in Compulsory Education Stage
It is an important part of public policy research how to bring social issues into the decision-making field and the policy agenda.By revising the multi-source flow theory,this paper studies the agenda setting of the"double reduction"policy by using the multi-source flow theory,and discusses the connection and function of the coupling of the three sources in the three stag-es to open the policy window and promote the formation of the policy agenda.The research shows that in the first stage,social insti-tutions,cultural psychology,state structures and social scenarios,as the preconditions for the emergence of the policy agenda,have a potentially decisive role in the formation of the three streams.In the second and third stages of agenda setting,the three streams play the role of"optimization"and"softening"as the necessary conditions for opening the policy window,and finally cou-pling to open the policy window and enter the policy agenda.The newly constructed multi-source theoretical framework has more explanatory power to the policy agenda setting of developing countries in transition,better responds to the practical problems,and provides some useful references for the policy agenda setting practice of our country.
