Research on the Practice of Party-building Leading Urban Community Governance Under the Background of the"Strengthening Grassroots Governance"Strategy——EmpiricalInvestigation Based on 5228 Residents From 52 Communities in Xinyu,Jiangxi
Party organizations in urban community are leaders in governance system and practitioners in improving the governance capacity of urban communities.Based on field research on 52 communities in Xinyu,Jiangxi,it was found that by establishing a party organization system,implementing fine management,and optimizing service quali-ty,Xinyu has strengthened the functions of community party organizations and achieved new results in urban com-munity governance.However,there are also problems in the community governance in Xinyu,such as inadequate governance system and mechanism of party-building leading urban community governance,inefficiency of party or-ganization functions,and insufficient integration of diverse subject interests and values.In the context of the"strengthening grassroots governance"strategy,strengthening party-building to lead urban community governance requires streamlining the community governance system and mechanism,enhancing the political,organizational,and service functions of party organizations,and ensuring the governance willingness and ability of community gover-nance entities.
