Value Functions,Practical Dilemmas and Improvement Paths of Grassroots Legislative Contact Points
The 20th National Congress of the CPC regarded grassroots legislative contact points as an important car-riers for practicing whole-process people's democracy,endowing them with a new historical mission and task.Grass-roots legislative contact points can help to build.a two-way interactive legislative mode,facilitate channels for ex-pressing public opinion through legislation,and thus promote comprehensive law-based government in China.At present,various regions are continuously exploring specific methods for building grassroots legislative contact points,fully leveraging their role as a bridge and link for observing public sentiment,gathering public wisdom,and benefit-ing people's livelihoods.Although certain results have been achieved,there are still issues that need to be addressed,such as the need to increase the publicity efforts for legislative contact points,the need to improve the legal literacy of legislative information officers,and the need to improve the working mechanism of legislative contact points.To better play the role of grassroots legislative contact points,efforts should be made to optimize them from four aspects:improving the establishment of legislative contact points,increasing publicity for legislative contact points,strength-ening the construction of legislative information officers,and improving the feedback mechanism of legislative pro-posals.
