工业园区零碳化发展的现实困境与模式创新——基于井冈山工业园区的调查研究

园区是产业和企业的规模化聚集载体,工业园区低碳化发展则是双碳目标实现的必然选择.基于在井冈山工业园区实地调查和深度访谈资料,考察井冈山工业园区零碳化发展的现实困境与路径选择.研究结果表明,工业园区零碳化建设存在顶层设计集成化不足、数智化基础支撑不强、低碳发展技术人才不多、经济发展与碳约束平衡难等挑战.基于此,应建立"统协转监"四维框架,并采用"政府主导"的多主体协作开发模式,以促进工业园区零碳化发展.
Realistic Dilemma and Mode Innovation of Carbon-neutrality Development in Industrial Parks——Survey and Study Based on Jinggangshan Industrial Park
The industrial park is the large-scale gathering carriers of industries and enterprises,and the low-carbon development of industrial parks is an inevitable choice for achieving the"dual carbon goals".Based on field investi-gations and in-depth interviews in Jinggangshan Industrial Park,this study examines the current challenges and path choices for the carbon-neutrality development of Jinggangshan Industrial Park.The results indicate that there are challenges in the carbon-neutrality construction of industrial parks,such as insufficient top-level design,weak digi-tal infrastructure,few low-carbon technical talents,and difficulty in balancing economic development and carbon constraints.Based on this,a four-dimensional framework of"overall planning,coordination,transformation and su-pervision"should be established,and a multi-party collaborative development model led by government should be adopted to promote the carbon-neutrality development of industrial parks.
