Study on GEP Accounting of Gross Ecosystem Product for Ecological Compensation Strategies——A Case Study of Shanxi Province
Taking Shanxi Province as an example,this paper is to explore the Gross Ecosystem Product(GEP)of Shanxi Province,and to provide a reference for ecological compensation strategies and related policy formulation based on the GEP accounting results.This study accounted for the value of 14 small e-cosystem services in 2010 and 2019,including three major categories.GEP accounting results was ob-tained and the changes in ecosystem services in Shanxi Province were assessed.Based on the 2019 GEP accounting results,the ecological compensation priority and ecological compensation amount were calcu-lated for each city in Shanxi Province.The results show that:① GEP in Shanxi Province in 2019 was RMB 105.986 billion,73.19%higher than that in 2010,of which the values of material goods,regula-ting services and cultural services were RMB 164.477 billion,409.851 billion and 481.658 billion,re-spectively.② Among the cities in Shanxi Province in 2019,Yuncheng City had the highest GEP at RMB 213.304 billion,followed by Jinzhong City at RMB 118.991 billion.③ The per capita GEP in Shanxi Province in 2019 was RMB 28,300,000 per person,and the unit area GEP was RMB 6,739,000/km2.④ The total ecological compensation in Shanxi Province in 2019 was RMB 46.31 billion,with Yuncheng,Xinzhou and Jinzhong having higher ecological compensation priorities,with amounts of RMB 13.159 bil-lion,RMB 4.896 billion and RMB 5.773 billion respectively,accounting for 51.45%.Influenced by eco-logical protection policies such as returning farmland to forests and the Three Northern Protected For-ests,the gross value of ecosystems in Shanxi Province increased significantly from 2010 to 2019.The ra-tio of ecological compensation to its GDP in all cities was lower 0.1,indicating that this compensation strategy has a certain practical basis.The actual ecological compensation in Shanxi Province in 2019 was RMB 4.027 billion,accounting for only 8.7%of the ecological compensation,indicating that more ef-forts are still needed for ecological compensation in the future.
