Study on Optimization Effect and Countermeasures of National Public Welfare Forest in Luoping County
According to the fusion of the"one map"of forest resource management and the data of the third national land survey,the state-level public welfare forest was excluded as non-forest land in the third national land survey data,and the land that was subject to forest rights disputes,over-mature artificial commercial forests,and forest farmers were unwilling to be included was transferred,and the land that met the conditions of zoning was added.Through the analysis of ownership,origin,ecological location,land and other factors,the optimization results are obtained,and it is pointed out that in the process of public welfare forest management,there are problems such as inaccurate zoning,low compensation,non-differentiation,single source of funds,insufficient law enforcement,and low quality of management personnel;Proposals were put forward to strengthen publicity and hierarchical management,raise funds through multiple forms and channels,improve compensation and forest land management,establish a resource system,and include them in government work evaluation.Finally,it is concluded that the management of Luoping public welfare forests needs to improve compensation standards and methods,constantly innovate and improve the management level,improve the management system and rely on state support and social participation to promote the sustainable and healthy development of Luoping's ecological environment.
