Study on the Assessment and Evaluation Mechanism and Indicator Systems of All Natural Resource Assets for All People
The establishment of the appraisal and evaluation system for all natural resources assets is an important work in the construction of the proxy mechanism for the ownership of all natural resources assets.By using com-parative analysis method,this paper studies the evaluation mechanism of natural resource assets owned by the whole people from the aspects of evaluation object,implementation subject,method and cycle,index design,result evaluation and application by analyzing the evaluation system related to ecological civilization construction,culti-vated land protection,river and lake chief system and forest chief system in China.It has clarified the subject and object of appraisal and evaluation when the trustee under the entrusted agent mode is inconsistent with the end subject of the current natural resources management system,proposed a"double appraisal"appraisal method com-bining annual appraisal and appraisal during the entrusted agent period,and constructed an indicator system for annual appraisal and appraisal during the entrusted agent period.
