保山市国有林场绿色发展路径探析

摘要
为了解国有林场改革后发展状况,探索新时期国有林场绿色发展路径,选择保山市为研究对象,采用问卷调查的方式,从国有林场基本情况、收支情况、森林经营情况、管理体制与激励机制情况、绿色发展情况进行了调查分析,结果表明:保山市国有林场改革已实现了预期目标,改革结果整体较好,但存在巩固改革成果难、森林资源保护管理依然滞后、人才队伍建设有差距、森林经营成效不佳、内生发展动力不足等问题.对此,提出了建立制度保障机制、加大中央财政和金融政策支持力度、加强人才队伍建设、强化森林资源保护和培育、大力发展生态产业等对策建议.
Abstract
In order to understand the development status of state-owned forest farms after reform and explore the green development path of state-owned forest farms in the new era,Baoshan City was selected as the research ob-ject.A questionnaire survey was used to investigate and analyze the basic situation,income and expenditure situa-tion,forest management situation,management system and incentive mechanism,and green development situation of state-owned forest farms.The results showed that the reform of state-owned forest farms in Baoshan City had achieved the expected goals,and the overall reform results were good.However,there are problems such as diffi-culties in consolidating the achievements of reform,lagging forest resource protection and management,gaps in talent team construction,poor forest management results,and insufficient endogenous development momentum.In response,it is proposed to establish institutional guarantee mechanisms,increase support from central finance and financial policies,strengthen talent team construction,strengthen forest resource protection and cultivation,and vigorously develop ecological industries.
