Application of"Three Lines One Permit"in Environmental Impact Assessment of Yichang Port Master Plan
Taking the overall planning of Yichang Port as an example,based on site investigation,this paper ex-pounds the practical application of"Three Lines One Permit"in the planning environmental assessment in the process of port planning revision by using the methods of overlay analysis and environmental mathematical mod-el,etc.Within the red line of ecological protection,human activities are prohibited in principle in the core protec-ted areas of nature protection areas,and suggestions are put forward for optimization and adjustment.17.11 km of planned shorelines involving various sensitive areas were cancelled.Compared to the previous planning,the plan-ning revision cancelled the length of the coastline by 41.759 kilometers,with a reduction ratio of 34.71％.The re-sults show that the"Three Lines One Permit"runs through the whole process of Yichang port planning,harmoni-zes the relationship between economic development and environmental protection,and promotes the high-quality development of the Yangtze River Economic Belt.
