Study on the Effectiveness Evaluation and Obstacle Degree of Forest Chief Scheme Implementation Based on Entropy Weight TOPSIS Method
The implementation effect of forest chief scheme is related to the quality of forestry development and is a major livelihood issue concerned by the society,so the evaluation of its implementation effect is conducive to promoting the work of forest chief scheme.Through field research,referring to the spirit of documents such as the Opinions on the Full Implementation of the Forest-Chief System issued by the General Offices of the CPC Central Committee and the State Council,and combined with expert consultation,the evaluation indicators of the imple-mentation effectiveness of the forest-chief system were constructed,and the results of the implementation effec-tiveness of the forest-chief system in 2022 were evaluated and analyzed in 15 counties(cities and districts)in Guangdong Province after the indicators were weighted by entropy weight TOPSIS method and obstacle degree model.It provides a reference for helping to realize"forest chief scheme"and improving the development level of forest and grass resources protection.There are differences in the implementation effect of forest chief scheme in 15 counties(cities and districts),and the average value of comprehensive proximity is 0.5241,which is between 0.4180 and 0.8453,and there is still a large room for improvement.The construction level of forest chief scheme,the operation effect of forest chief scheme and the prevention and control of forest disasters are the main obstacle factors restricting the implementation effect of forest chief scheme.Based on this,reasonable suggestions are put forward from the aspects of improving the performance efficiency of forest chief,innovating the management mechanism and perfecting the security system.
