危险废物集中收集平台研究进展及发展对策

近年来,随着危险废物处置行业快速发展,各地危险废物集中收集平台正面临重大变化,原有的建设和管理模式不再适应新形势下的新要求。以危险废物集中收集平台管理现状为出发点,围绕各地集中收集平台设置要点及建设和管理过程中存在的问题,结合部分省市试点实践经验,对危险废物集中收集平台建设和发展提出了对策建议。研究指出,地方主管部门应做好统筹规划,在风险可控的前提下,尽可能扩大服务对象和范围,给予集中收集平台充足的市场发展空间;集中收集平台应找准自身定位,拓展服务渠道,提升服务质量,和持证单位实现差异化发展,真正发挥好区域危险废物处置托底保障的角色作用。建议集中收集平台通过信息化手段、创新运行管理模式等方式,降低运行成本,提高运行效率,提升自身竞争力。
Research Progress and Development Strategies for Centralized Collection Platforms of Hazardous Wastes
In recent years,with the rapid development of the hazardous waste disposal industry,the centralized collection platforms of hazardous waste in various places is facing major changes,and the original construction and management model is no longer adapted to the new requirements under the new situation.Based on the cur-rent management status of the centralized hazardous waste collection platforms,this paper focuses on the key points of the centralized collection platform setup and the problems existing in the construction and management process,combines the pilot experience of some provinces and cities,and puts forward countermeasures and sug-gestions for the construction and development of the centralized hazardous waste collection platforms.The study pointed out that the local competent departments should make overall planning.Under the premise of controllable risks,the service objects and scope should be expanded as much as possible.The centralized collection platforms sufficient market development space should be given;The centralized collection platforms should find its own po-sitioning,expand service channels,improve service quality,achieve differentiated development with certified u-nits,and truly play the role of regional hazardous waste disposal support.It is suggested that the centralized col-lection platforms reduce operating costs,improve operating efficiency,and enhance its competitiveness through information means and innovative operation and management modes.
