商洛市两轮退耕还林成效问题及对策

摘要
实施退耕还林有利于改善日益恶劣的生态环境、保护农业经济稳定发展.商洛市两轮退耕还林建设效果整体情况较好,提升了全市生态、经济和社会效益.指出了商洛市两轮退耕还林过程中仍存在基层技术人员力量薄弱、项目和工作经费低以及管理规范落实难等问题.从安排抚育项目,提高退耕还林兑现资金和森林抚育项目补助标准,出台退耕还林地征占用管理办法,明确退耕还林地为栽植茶叶地类等方面提出了建议,以期保障退耕还林成果、提高林分质量奠定基础.
Abstract
The implementation of returning farmland to forest is conducive to improving the increasingly bad eco-logical environment and protecting the stable development of agricultural economy.In the implementation of two rounds of returning farmland to forest in Shangluo City,the overall construction effect is good,which greatly im-proves the ecological,economic and social benefits of the city.However,in the process,there are still problems such as weak technical personnel at the grassroots level,low project and working funds,and difficult implementa-tion of management norms.It is suggested to arrange tending projects,raise the subsidy standard of returning farmland to forest to cash funds and forest tending projects,introduce management measures for expropriating and occupation of returning farmland to forest land,and clarify the types of land for planting tea.It lays a foundation for guaranteeing the results of returning farmland to forest and improving the quality of forest stand.
