摘要
海南省工业固体废物数量和种类日益增加,工业固体废物的处理处置问题已成为海南省经济发展的重要关注点之一.以海南省不同地区和不同工业固体废物类别为切入点,分析了"十三五"期间一般工业固体废物的产生、综合利用和处置,并探讨了一般工业固体废物贮存和倾倒丢弃的现状.结果表明:①"十三五"期间,海南省一般工业固体废物总产生量逐年增加,但其综合利用率和处置率偏低,分别为 50.8%～67.8%和 11.98%～47.97%;②一般工业固体废物产生量排名前五的地区依次为昌江黎族自治县、澄迈县、儋州市、东方市和乐东黎族自治县,占全省总量的 88.95%～93.94%;③一般工业固体废物产生排名前五的类别依次为尾矿、粉煤灰、炉渣、脱硫石膏和污泥,占全省总量的91.94%,其中尾矿的产量占比 65.94%,但尾矿的综合利用率和处置率分别仅为 52.09%和 47.97%;④一般工业固体废物的贮存和倾倒现象较少.为此,提出了如下建议:源头削减工业固体废物的产生量,推进工业固体废物的循环资源化利用,鼓励工业固体废物高值化利用技术创新和加大工业固体废物处置利用的政策扶持力度以及加强一般工业固体废物的监督管理.
Abstract
With the continuous development of industry in Hainan Province,the number of industrial enterprises has gradually increased,and the amount and types of industrial solid waste generated have also increased.The treatment and disposal of industrial solid waste has become one of the important concerns of economic develop-ment in Hainan Province.Taking the different regions and categories of industrial solid waste in Hainan Province as the research object,this paper analyzed the generation,comprehensive utilization,and disposal of general in-dustrial solid waste during the 13th Five-Year Plan period,and pointed out the current situation of storage and dumping of general industrial solid waste.The results show that:① During the 13th Five-Year Plan period,the to-tal production of general industrial solid waste in Hainan Province increased year by year,but its comprehensive utilization rate and disposal rate were relatively low,which were 50.8%～67.8%and 11.98%～47.97%,respec-tively;②The top five areas of general industrial solid waste production are Changjiang Li Autonomous County,Chengmai County,Danzhou City,Dongfang City and Ledong Li Autonomous County,accounting for 88.95%～93.94%of the total in the province;③ The top five categories of general industrial solid waste were tailings,fly ash,slag,desulfurization gypsum and sludge,accounting for 91.94%of the total amount of the province,of which the output of tailings accounts for 65.94%,but the comprehensive utilization rate and disposal rate of tailings were only 52.09%and 47.97%,respectively;④The storage and dumping of general industrial solid waste were relatively low.To this end,the following countermeasures are put forward:reducing the production of industrial solid waste at the source,promoting the recycling of industrial solid waste,encouraging technological innovation in the high-value utilization of industrial solid waste,increasing policy support for the disposal and utilization of industrial solid waste,and strengthening the supervision and management of general industrial solid waste.
