摘要
以河北省 4 个地级城市、8 个县(市、区)、26 个农村水源保护区为研究对象,结合全国农村饮用水水源地基础环境状况调查数据、实地调研和集中式饮用水水源环境状况评估进行分析,从农村水源环境保护经费、县乡两级水源环境监测和监管能力、水源保护区规范化建设以及风险防范能力 4 个方面分析总结了河北省农村水源环境管理现状的不足.立足河北省农村水源特点,从加强乡镇水源保护资金保障、逐步建立农村水源地监管体系、提升乡镇水源地规范化建设水平和进一步提高农村水源风险防范能力 4 个提升方向,切实加强农村水源环境保护.
Abstract
Four prefecture-level cities,eight counties,and 26 rural water source protection areas in Hebei Province were selected as the research objects.Combined with the national basic environmental survey data of rural drink-ing water sources,field research,and the assessment of the environmental status of centralized drinking water sources,the paper analyzes and summarizes the shortcomings of the current situation of rural water source envi-ronmental management in Hebei Province from four aspects:the funding for rural water source environmental protection,the monitoring and supervision capabilities of water sources at the county and township levels,the standardized construction of water source protection areas,and the risk prevention capabilities.Based on the char-acteristics of rural water sources in Hebei Province,the protection of rural water sources should be strengthened from four directions:strengthening the financial guarantee for water source protection in townships,gradually es-tablishing a rural water source supervision system,improving the standardized construction level of township wa-ter sources,and further enhancing the risk prevention capabilities of rural water sources.In this way,the environ-mental protection of rural water sources can be effectively strengthened.
